The Lord as judge

God alone recognises the good of everything. Better people recognise it more often than worse. When worse people call upon God to judge better people, God simply ignores them. However, God neither listens unconditionally, when better people call upon him to judge worse. Only when the good under contention has been demonstrated by better people in such a way that even worse people recognise it does God decide the issue.
